HIV Service Navigation Supervisor
Suzan Abdallah is the HIV Service Navigation Supervisor for the DHC, and she oversees the three main prevention programs: HIV counseling and testing, PrEP navigation, and Re-engagement. Suzan has more than six years’ experience working in the field of HIV prevention and control. Suzan holds a Medical degree, and a master in Public Health from University of Medical Sciences in Sudan. In her position as the Service Navigation Supervisor, Suzan is responsible for managing the counseling and testing and re-engagement activities of the Consortium; assisting clients in obtaining PrEP for HIV prevention by linking them to available resources; and planning and executing education and outreach events including an annual statewide PrEP conference.

Tyler Berl, MA
Tyler Berl, was brought on as the Delaware HIV Consortium’s Executive Director to lead our team of 20+ HIV services experts, program supervisors, leaders in community organizing and policy analysis, and other professionals. Tyler has dedicated his career to empowering and elevating the voices of underserved and socially-isolated populations to foster the changes that they want to see for and in their communities. Before joining the Consortium, Tyler served as Manager of Community Development & Advocacy for Housing Alliance Delaware, where he developed and promoted local, state, and federal policies to reduce homelessness, incentivize the creation affordable housing, and finance community redevelopment initiatives. He began his career at the same organization that he heads today, the Delaware HIV Consortium, where he worked as the Manager of HIV Community Planning. In that role he acted as lead author of the Delaware Integrated HIV Prevention and Care Plan: 2017-2021, the state’s comprehensive plan for improving its continuum of HIV prevention and care services.
Tyler attended the University of Delaware where he received a Master’s Degree in Urban Affairs and Public Policy (2014), with a focus on U.S. health care policy, and a Bachelor’s Degree in Communications (2011). He was born and raised in Lewes, Delaware, and now calls Philadelphia his home.
Melanie joined the Consortium in 2019 as Housing Case Manager and was appointed Housing Supervisor in April 2021.
David A. Dunnington, MPA

David Dunnington was appointed supervisor of the Consortium’s Case Management department, effective May 17, 2021. David has been a case manager at our Milford office since May 2020 and has ten years of case management experience and most recently worked with Delaware Tech. David has a Bachelor’s in Criminal Justice and a Master’s Degree in Management, both from Wilmington University. David served on the executive board of the Mid-Eastern Association of Educational Opportunity Program Personnel (MEAEOPP), president of the Delaware State Trio Organization (DSTO), and is a member of Phi Beta Sigma (Delta Gamma Sigma Chapter).

Andrea Killian has been the Financial Assistant/Housing Database Manager for seventeen years. Housing related responsibilities include: processing requests for payment of rental assistance and HQS inspections; processing the W-9 information for participating landlords and issuing annual 1099 forms; managing and updating the project’s database; managing and updating the program evaluation report database. In 2013, Ms. Killian became the manager of the emergency financial assistance (EFA) program operated by Delaware HIV Services. EFA program beneficiaries include many clients on the DHAP waiting list.

Bob Raup is the Director of Finance and Administration for the Delaware HIV Consortium, where he is responsible for the day-to-day financial activities and human resource functions of the agency. Bob joined the Consortium in 2003, and has over 25 years experience working with various not-for-profit agencies. He is a graduate of the Wharton School of Business of the University of Pennsylvania, with a Bachelor degree in Business Administration and is an active member of the American Institute of Certified Public Accountants and the Pennsylvania Institute of Certified Public Accountants. His greatest accomplishment has been his ability to keep the administrative costs of the agency down, so that more funds are available to serve those who are most in need.

Brad began working in the field by providing direct client services as a HIV Case Manager. Based upon his reputation and integrity, he was invited to apply to oversee the $8.1 million HIV housing program in Philadelphia. Under the guidance of Mr. Shannon, the program grew from 480 individuals and families served to 700. Mr. Shannon then became a Project Officer for the Philadelphia Department of Public Health (PDPH). During this time, he provided oversight, technical assistance, auditing, and fiscal monitoring of dozens of Ryan White, CDC HIV Prevention, and state and local contracts. This was followed by being asked to serve as the point of contact for the CDC Enhanced Comprehensive HIV Prevention Planning (ECHPP) demonstration project to determine the effectiveness and scalability of a score of HIV interventions and strategies. After the ECHPP demonstration project concluded, Mr. Shannon became the HIV Prevention Coordinator for the PDPH. In April 2016, he brought this experience to the Delaware HIV Consortium as the Program Director. In addition, Mr. Shannon has served on multiple committees including the Philadelphia Eligible Metropolitan Area Ryan White Planning Council, and was appointed to the Philadelphia HIV Prevention Planning Group for several years, serving as co-chair in his final year.

Kelly has 20 years of experience providing social services. She worked most of her career providing therapy services to individuals with serious mental health diagnoses in behavioral (mental health and substance use) healthcare settings.

George began working in human services in 2000, which included child welfare and drug and alcohol prevention work. In 2006 he joined Family and Community Service of Delaware County as a HIV Case Manager. In his last year there, he transitioned to providing housing case management services. In March 2016, Mr. Lincoln brought his years of experience to the Delaware HIV Consortium as a HIV Case Manager.

Housing Program Assistant
Re-Engagement and Prevention Specialist/DelaWEAR ONE Program Assistant
Monique is a Prevention Specialist for the Delaware HIV Consortium. Monique is a PrEP Navigator for the Delaware HIV Consortium working to navigate clients throughout the state of Delaware through the process and assist with getting them the testing and care that they need. As a Re-Engagement Specialist, Monique assists DPH with contacting HIV positive clients who have not been in care in over a year, and attempting to link these individuals with the services that they need and get them back into care. Monique also operates the CDP, condom dispense program, providing packages of condoms to approx. 240 individuals monthly throughout the state of Delaware. Through assisting with testing events, outreach, PrEP education, and providing various prevention services throughout the community, Monique has been given the opportunity to reach hundreds of individuals across the state of Delaware – with the goal of preventing HIV infection. Monique has a background in healthcare, an associate degree in Medical Laboratory Technology, certification in HIV testing and counseling, and prevention certification.
